For the maps, hover over each state or congressional district to view the percentage of top staff of color by the member of Congress. The color of the state or district is based on the member’s point of index.
The color of the markers is based on the member’s point of index, which ranks members based on the diversity of their staff, is calculated by subtracting the percentage of a member’s constituents who are people of color from the percentage of top staff of color in the member’s office.
The point of index, or top staff diversity score, is mapped in two ways. First, each member of Congress falls into one of the four categories: Far Below Standard (min to -33), Below Standard (-33 to 0), Meets Standard (0 to 33), and Exceeds Standard (33 to max). Second, the dots are scaled by the magnitude/absolute value of the point of index/top staff diversity score. Please note that all the maps are not exactly to scale with one another.
The point of index, which ranks members based on the diversity of their staff, is calculated by subtracting the percentage of a member’s constituents who are people of color from the percentage of top staff of color in the member’s office. For example, a member with 0% top staff of color who represents a district with 75% POC would be at a -75 point of index (poor performing). A member with a top staff that is 66% POC and represents a district with 33% POC would be at a 33 point of index (high performing).
